Abstract

This article examines how the global, regional, and local scales have been historically articulated by modern political theory. Through a decolonial reading of John Locke's Second Treatise of Government, using the theoretical frameworks of Quijano (2005) and Laudani (2015), it demonstrates how the concepts of property, labor, and government constructed a hierarchy that: forged an exclusionary universalism (global), materialized in the Europe/colonies division (regional), and delegitimized Indigenous knowledges (local). The analysis reveals that the very constitution of these scales is intrinsic to the colonial project, offering an interpretive key to their contemporary persistence.
